Congress and represented Odisha in the Rajya Sabha, the upper house of the Indian Parliament.Along with UtkalaMani Pandit Gopabandhu Das, who served as founding president, Sri Bhagirathi Mohapatra was the organization’s founding secretary. In addition, he served as a key trustee for the Swaraj Ashram in Odisha in 1940.
He was chosen to serve as the Provincial Utkal Congress Committee’s first Secretary in 1921. He was detained in 1922 for his political activity and later sentenced to two years and one month in prison. He has been a member of the A.I.C.C. since 1921, and he oversaw Khadi Association. In 1932 his property was attached by the government.
